Who is considered an eligible member or participant of the IATSE Blue Cross Health Plan?

Any member or non-member that works for an employer that contributes on behalf of the employees to an individual IATSE CAPP account (an individual account managed by the IATSE National Benefits Fund that holds employer health contributions for an employee) may become eligible.  Contributions will continue to accumulate in the employee's CAPP account quarter-to-quarter as the employee works for these employers.  Currently in Toledo Local 24's jurisdiction only the Huntington Center Arena contributes to individual employee IATSE National Benefit Fund (NBF) CAPP accounts.  Official eligibility begins once the employee has enough money within the account to cover one month of health coverage according to the rates set forth by the IATSE National Blue Cross Health Plan.  Once this mark is achieved the employee is then eligible to enroll for health coverage through the International's group plan during the next open enrollment session and the employee should receive notification from the IATSE NBF.  These notifications and statements typically come through the mail in the form of a white envelope with blue and yellow markings.  Enrollment at this point is not mandatory but is possible should the employee desire to sign up with IATSE Blue Cross health insurance.  Any difference between the cost of the health plan and the amount of money within the employee's CAPP account is paid for by the employee directly.  Once enough money is established within the employee's CAPP account to cover one full quarter of coverage (C-2 Health Plan) enrollment in a health insurance plan becomes mandatory for this employee.  At this point the employee has the option of enrolling in one of several IATSE health plans or joining the reimbursement program.  Joining the reimbursement program requires that the employee provide proof to the IATSE NBF of other outside health coverage. 

ATTENTION:

 Any eligible worker that ignores notices sent by the National Benefits Fund risks being automatically enrolled in the most expensive plan that the eligible members CAPP account can afford.  Read these notices carefully or call and ask questions!  This often means that the eligible member will be enrolled for three months of coverage which will then drain the member's CAPP account.  The eligible member will then be responsible for all other premium payments or will lose their insurance coverage due to lack of payment.

IATSE locals in Detroit, Ann Arbor, Grand Rapids, Flint, Cleveland, Columbus, Pittsburgh, ect..have most of their venues set up to contribute to the IATSE NBF CAPP accounts.  Anyone that has worked for these locals within the last couple of years most likely has money set aside in an individual CAPP account which they can use towards medical costs and premium reimbursement.  Individuals that work at the Huntington Center Arena are also having contributions placed into this same CAPP account under their name.  While alone these Huntington Center Arena contributions will take some time to accumulate and make the worker/member eligible for coverage these contributions as well as any other contributions made to the IATSE Health Fund under this worker/member's name will all go into the worker/member's individual CAPP account.

 

Can the IATSE National Benefits Fund "Deferred Salary Agreement Booklet" be used to make contributions to the IATSE Annuity Fund at any Local 24 venue?

No.  The booklet is only good to use at venues which have an active participation agreement with the IATSE NBF via a valid collective bargaining agreement and currently already contribute a minimum of 3% to the annuity plan for each IATSE worker employed at the venue.  Currently the only venue in Toledo that has signed a participation agreement and contributes to the plan is the Huntington Center Arena.
